Mark Maughmer

 

The results of Mark Maughmer’s high school aptitude test dictated he should be an artist, but his aspiration was to be a pilot like his Uncle Royal, who flew a Lockheed P-38 Lightning named “Stardust” in World War II and survived being shot down over Germany. You could argue that what Maughmer became is a cross between the two, a professor of aerospace engineering at Penn State and a member of the tiny international pantheon of glider designers. For Maughmer, the appeal of gliders is partly their elegance – which he contrasts with the indisputably useful but inelegant helicopter.

“If I design something, it has to be pretty,” Maughmer says. “I think I bring an artist’s perspective to engineering.”

Maughmer’s life history can be traced in terms of aeronautics generally and gliders specifically. When he was four years old, his father hoisted him into the pilot seat of a glider at a local airshow. The incident made such an impression that years later, when Maughmer had learned a thing or two about gliders, he remembered enough details to identify the aircraft as a Schweitzer 1-19. Later, his Uncle Royal, by then the curator of the U.S. Air Force Museum, introduced the grade-school-aged Maughmer to such aviation luminaries as World War I flying ace Eddie Rickenbacker, the famous Jimmy Doolittle, and former Air Force Chief of Staff, Carl “Tooey” Spaatz. From an early age, Maughmer built and flew model airplanes, but his intention to join the military and become a pilot was undone by less than 20-20 vision.

As an undergraduate at the University of Illinois, Maughmer arranged his schedule so that he could earn his final credits with a summer course on soaring after his senior year. The identification number of the glider in which he soloed for the first time that August hangs in his office in the Hammond Building on Penn State’s University Park campus, still attached to a piece of fuselage. The relic became available years later when the glider, in the hangar at the time, had what Maughmer calls an “unfortunate encounter with a tornado.”

After earning his bachelor’s degree, Maughmer earned a master’s degree at Princeton with a thesis about wind power “before it was fashionable.” From Princeton, he returned to the University of Illinois where he earned his doctorate in aeronautical and astronautical engineering in 1983.

Today Maughmer designs, analyzes and performs wind-tunnel measurements on airfoils with much of his effort directed toward the aerodynamics of helicopters. In addition, he is involved in the development of methods to minimize the drag of planar and nonplanar wing geometries, has researched natural laminar flow aerodynamics, the use of boundary-layer suction for extending laminar flow, low-Reynolds number aerodynamics, and the aerodynamics of flight controls for hypersonic vehicles.

Buttressed by his academic research, Maughmer’s design work with sailplane racing pilot Peter Masak in the late 1980s and early 1990s literally revolutionized the shape of gliders by making winglets standard equipment.

A winglet is a canted extension to the wingtip that diffuses the swirl of air around it with the goal of reducing overall drag. Winglets had been tried before on gliders but without success, and the common wisdom was that they helped the climb but hurt the cruise. In other words, they reduced drag induced as a consequence of producing lift, but increased profile drag, the inevitable result of adding surface area to the wing. Maughmer was skeptical that a sweet spot – more helpful to climb than hurtful to cruise – could be found, but Masak was insistent, and eventually Maughmer agreed to research winglets’ potential to improve the performance of 15-meter racing sailplanes.

At first, Maughmer and his graduate students tried to use computational tools to predict what the winglets would do, but they found the tools inadequate to the task. “This was frustrating,” he recalls. “It didn’t seem like the problems associated with a low-speed glider should be that hard.” In the end, it was several years of flight testing in collaboration with M&H Soaring in Elmira, N.Y., that enabled the design of winglets whose behavior was predictable enough and helpful enough that they could be incorporated into production-model gliders. Data collected in all that testing also enabled development of more accurate computational models.

Meanwhile, a winglet-equipped glider flown by Masak earned the trophy for highest speed at the 1991 World Gliding Championships in Texas – a speed actually faster than the top speed in the unlimited-span Open Class. That got winglets some respect, and they earned still more two years later when Masak won the U.S. 15-Meter Nationals in a prototype Scimitar sailplane also equipped with winglets.

Maughmer’s most recent glider design contributions were directed toward a flapped, 20-meter span two-seater that is currently in development by the German manufacturer, Schempp-Hirth Flugzeugbau. Plans are for the first ones to leave the factory in the fall of 2009. While some academics prefer pure research, Maughmer says he feels an imperative to “produce more than a ream of computer printouts,” and he believes his students benefit from seeing a tangible result to his research as well.

Maughmer joined the Penn State aerospace faculty in 1984, lured to State College not only by the job but by the proximity of the Allegheny Bald Eagle Ridge, one of the world’s premiere places for soaring. He owns a winglet-equipped glider himself and goes soaring a dozen or more times a year. In Maughmer’s years at Penn State he has earned multiple awards for teaching, which he loves. He is also the co-founder and “sheep herder”of Penn State’s four-year, hands-on Aircraft Design and Fabrication course, which includes the AIAA Design-Build-Fly team.

According to Peter Selinger’s 2002 history of the sailplane manufacturer, Schleicher, Rhön-Alder, 75 Jahre Alexander Schleicher Segelflugzeugbau, all the significant figures in the history of glider design for that company have been German except for two – one of them Dutch and the other an American, Mark Maughmer. The Penn State professor is only half kidding when he pulls the book from a pile on his desk, displays his photograph in its pages, and declares his inclusion as the lone American among all those Germans to be “the crowning career achievement of my life.”

Ezinne Uzo-Okoro

In almost 20 years of U.S. government service, Dr. Uzo-Okoro has developed several national policies and contributed to over 60 NASA missions and programs – as an engineer, technical expert, manager, and executive – in space science and technology topics. At the White House, she leads the aeronautics, space, and manufacturing portfolios, and has released policy on Aeronautics Priorities, Earth Observations, Orbital Debris, Microgravity research, Space Weather, In-space Servicing Assembly and Manufacturing, and Advanced Manufacturing. Her 17-year engineering career spanned contributions to earth observations, planetary science, heliophysics, astrophysics, human exploration, and space communications missions, which represent over $9.2 Billion in total program value to NASA. She has an undergraduate degree in Computer Science from Rensselaer Polytechnic Institute, and three masters degrees in Space Systems, Space Robotics, and Public Policy from Johns Hopkins University (APL), MIT (the Media Lab), and Harvard University, respectively. She earned her doctorate degree in Aerospace Engineering from MIT. Her story is profiled in President George W. Bush’s book, Out of Many, One.

William Gerstenmaier

As Vice President of Build and Flight Reliability, William H. Gerstenmaier leads SpaceX’s quality engineering andprocess development teams, oversees the launch readiness process, and serves as Chief Engineer on select missions. He and his team provide an independent assessment of launch risks, identifying and resolving anomalies during integration and launch itself; manage the overall change, workflow, and issues systems for SpaceX; and provide engineering development support to the Starship, Starlink, Falcon, and Dragon programs.

Prior to joining SpaceX, William served as the associate administrator for the Human Exploration and Operations Mission Directorate at NASA Headquarters in Washington, D.C. In this position, he provided strategic direction for all aspects of NASA’s human exploration of space and cross-agency space support functions of space communications and space launch vehicles. He provided programmatic direction for the operation and utilization of the International Space Station and its crew; development of the Gateway, Space Launch System and Orion spacecraft; and providedstrategic guidance and direction for the commercial crew and cargo programs.

William began his career at NASA in 1977, at the then Lewis Research Center in Cleveland, performing aeronautical research to develop the calibration curves for the air data probes used during entry on the Space Shuttle. Throughout the next forty years, William oversaw the Orbital Maneuvering Vehicle (OMV) Operations Office, Systems Division; led the SpaceShuttle/Space Station Freedom Assembly Operations Office, Operations Division; served as Shuttle/Mir Program operations manager; managed the Space Shuttle Program Integration; and served as the ISS Program manager. Named associate administrator for the Space Operations Directorate in 2005, William directed the safe completion of the last 21 Space Shuttle missions that witnessed assembly completion of the International Space Station.

William studied at the United States Naval Academy before transferring to Purdue University, where he received his Bachelor of Science in Aeronautics and Astronautics Engineering with an emphasis in propulsion and later an honorary PhD in Aeronautics and Astronautics Engineering. He also attended the University of Toledo, receiving a master’s degree in Mechanical Engineering. William was elected into the 2018 class of the National Academy of Engineering. Throughout his career, he has received multiple awards.

Brig. Gen. Leon A. Johnson, USAF (Ret.)

Leon Johnson retired from the U.S. Air Force with the rank of brigadier general after 33 years of service.  During his AF career, General Johnson commanded a fighter squadron, fighter group, was the Vice Commander of 10th Air Force at the Joint Reserve Base in Ft. Worth, TX and served as Mobilization Assistant to the Assistant Secretary of the Air Force.

A command pilot with over 3500 hours of military flying time in the T-37 trainer, A-37 and A-10 fighter aircraft including missions over Bosnia in support of Operation Deny Flight.  Following the events of 9/11, the general served as a Director of the Air Force Crisis Action Team in the Pentagon.

In 2009 General Johnson was selected as a Trustee of the U.S. Air Force Academy Falcon Foundation.

In 2011 General Johnson was awarded a Doctorate in Humane Letters by Tuskegee University.

In 2013 the General concluded a six-year appointment as a member of the U.S. National Academies of Science and Engineering (NASE), Naval Studies Board.  He continues to serve on study committees for NASE.

In November 2017, he concluded his second three-year term as a Secretary of the Air Force appointee to the Civil Air Patrol (CAP) Board of Governors.  In April 2018 General Johnson was selected to be an Emeritus Member of the CAP Board of Governors.  In 2019 he was selected to be a Trustee of the CAP Foundation.

General Johnson worked at the United Parcel Service Airlines for 20 years.  He was the chief pilot responsible for all air operations in the western half of the United States, North and South Pacific, all of Asia and the Middle East.  He was also a human resources manager responsible for employee relations, work force development and employment for the UPS Airline. He has more 4000 hours of civilian flight time in heavy jets.

General Johnson is a member of several organizations including the Air Force Association, Military Officers Association of America, Military Order of World Wars, Veterans of Foreign Wars, Reserve Officers Association, League of United Latin American Citizens, Women in Aviation, founding member of the International Black Aerospace Council, Inc., Tuskegee Airmen, Incorporated and Sigma Pi Phi Fraternity.  General Johnson was Tuskegee Airmen Incorporated national president for 10 years.  In 2019 he received the FAA Wright Brothers “Master Pilot” Award for 50 years of safe flying.

The Honorable Steven J. Isakowitz

The Honorable Steven J. Isakowitz is president and chief executive officer of The Aerospace Corporation, a leading architect for the nation’s national security and civil space programs. The Aerospace Corporation has more than 4,000 employees and annual revenues of $1.1 billion. He assumed this position on October 1, 2016.

As a recognized leader across the government, private, space, and technology sectors, Isakowitz has served in prominent roles at Virgin, the U.S. Department of Energy, NASA, and the White House Office of Management and Budget.

Isakowitz serves on various advisory boards at both the Massachusetts Institute of Technology and California State University Long Beach, and has served on the FAA’s Commercial Space Transportation Advisory Committee. He also co-authored the AIAA’s International Reference Guide to Space Launch Systems, which received the Summerfield Book Award in 2003.

During his tenure at Virgin, Isakowitz served as chief technology officer and later as president of the firm’s space ventures business, which included such responsibilities as the development of privately funded launch systems, advanced technologies, and other new space applications.

Prior to Virgin, Isakowitz served as chief financial officer of the U.S. Department of Energy, where he supported basic scientific research and advanced energy technologies in the national security and civil sectors, while managing a budget of nearly $30 billion.

Previously, he served as deputy associate administrator for the Exploration Systems Mission Directorate at NASA, where he helped guide the development of advanced technologies and promoted innovative approaches in the areas of space transportation and government-industry partnerships.

Prior to his NASA work, Isakowitz served as science and space programs branch chief at the White House Office of Management and Budget, where he oversaw $50 billion in federal science and technology programs, which included NASA, NOAA, and the National Science Foundation.

EDUCATION

Isakowitz earned his bachelor’s and master’s degrees in aerospace engineering from the Massachusetts Institute of Technology.

AWARDS AND HONORS

In recognition of his achievements, Isakowitz has received numerous awards and citations, among them NASA’s Outstanding Leadership Medal and the Presidential Distinguished Rank Award.

Tom Prevot

Dr. Thomas (Tom) Prevot is the Air Taxi Product Lead at Joby Aviation. He and his team are developing the air taxi service for the future Joby network of electric Vertical Take-Off and Landing (eVTOL) aircraft.  Tom joined Joby in January 2021, after having served as the Director of Engineering for Airspace Systems at Uber Elevate since 2017. Prior to joining Uber, Tom was with NASA Ames Research Center for more than 20 years. Tom is passionate about developing and evaluating future concepts and technologies for the air transportation system. He has published over 100 conference and journal papers. He earned his doctorate in aerospace engineering from the Munich University of the German Armed Forces in 1995.
